Development contribution

A development contribution is comprised of the Development Infrastructure Levy and the Community Infrastructure Levy.

Generally, it is paid when a property owner builds:

  • an additional dwelling
  • an additional building
  • an extension to an existing retail, commercial and industrial building.

Calculating the contribution

The Development Contribution depends on the nature of your build.

Non-residential development

The Development Infrastructure Levy:

  • is charged per m2 of retail, commercial or industrial floorspace
  • must be paid before a building permit is issued.

Residential development

The Development Infrastructure Levy and Community Infrastructure Levy:

  • are charged per dwelling
  • must be paid before a building permit is issued.

Older permits

A Development Contribution is not required if all 3 of your permits were issued before 4 October 2019:

  1. planning permit for development
  2. subdivision permit
  3. building permit for development

Exceptions

If you do not have a planning permit and a building permit issued before 4 October 2019, a development contribution is required and must be paid before a building permit is issued.

If you have a planning permit and a building permit issued before 4 October 2019, but no subdivision permit, then a development contribution is required for only the development infrastructure levy.
