Park and open space access permit

You must apply for a permit if your construction will temporarily occupy a park, reserve or any open space we own.

Documents you may need to create

Site plan

All applications require a site plan. Be sure to include:

  • extent of proposed works and protection works
  • photographs of any existing damage
  • details of all vehicles, plant and equipment associated with works

The plan should include a metric-scaled drawing, showing:

  • elevations and sections of scaffolding and protection works and barriers
  • location, type, height and footing system of temporary hoardings and barriers extending across the space
  • height and depth of any tower or scaffolding, mesh screens, catch platforms or overhead gantries
  • location, type and dimensions of pedestrian signage
  • location of any temporary road or footpath crossings
  • location and number of night lights.

Traffic management plan

If you will be loading and unloading vehicles from a street, you will need to submit a traffic management plan prepared by a qualified professional.

Be sure to include site-specific details on how you propose to place, erect and dismantle equipment during your works.

 

Approval letters

If you need to close or restrict public access within 150m of your works, you must get written approval from neighbouring properties before you apply.

Approval letters should include:

  • property owner name
  • contact details
  • acknowledgement of the spaces to be used
  • acknowledgement of the planned usage dates.

Steps to apply

Step 1.Notification

Homeowners and business within 150m of your works must be notified of the park or open space to be occupied.

You need to draft a letter with this information and distribute it in-person or by post at least 10 days before works start.

Step 2.Traffic plan

If you plan to load or unload vehicles, a detailed traffic management plan must be created by a qualified person.
Go to Traffic management plans | Banyule Council to understand the requirements. Return to this application with the traffic management plan and upload it with the application. 

Step 3.Application

Apply to occupy a park or open space

Step 4.Outcome

We will assess your application, calculate what your occupation fee will be, and respond to your application in 10 working days.

If a bond is required, it will be paid after you submit a permit application. We will contact you directly.

Fines

If a park, reserve or open space we own is occupied without a permit, then a $1000 infringement may be issued.
