Governance Rules and Election Period Policy

These are the Governance Rules of Banyule City Council, made in accordance with section 60 of the Local Government Act 2020.

Rules should be read regarding Part 1 of the overarching governance principles specified in section 9(2) of the Act and Part 2 of the following documents adopted or approved by Council, including:

  • Governance Local Law No. 2
  • Councillor Code of Conduct
  • Staff Code of Conduct
  • Council Expense Policy
  • Councillor Gift Policy
  • Fraud and Corruption Policy
  • Councils Community Engagement Policy
  • Councils Public Transparency Policy
  • Councillor Staff Interaction Protocols
  • Instruments of Delegation
  • Relevant Instrument of Appointment to Authorised Officers

Rules also include other documents about our decision making or any document that may be created after the adoption of these rules that relate to our strategic direction and decision-making framework.

Community participation at Council meetings

Meetings are an opportunity for councillors to discuss matters that benefit the wellbeing of our community and where decisions can be made that represent the public interest of Banyule. In accordance with the Local Government Act 2020, we provide community members with an opportunity to participate in meetings by:

  • lodging a formal request to speak
  • registering a public question
  • lodging a petition.

Community members may also inform councillors of their views by contacting them directly in advance of a meeting. These are outlined in full in Chapter 3 of the rules and should be read in conjunction with our Customer Service Promise, Unreasonable Customer Behaviour Policy and our Councillor Code of Conduct.
